Chicago painter. Frank studied with Ufer, Reynolds, and Charles Hawthorne. He was a member of the Chicago Painters and Sculptors and the Chicago Gallery Association. He exhibited at the Pennsylvania Academy of Fine Art, Chicago Gallery Association, and the Art Institute of Chicago 1910s-30s).
